Public Private Partnerships (P3s) generally refer to a design-build project that involves an element of financing provided by the public sector. But in reality, P3s can rarely be properly classified as a "partnership" between the public and private sector any more than can any other typical delivery model. The public and private sector remain adverse in interest.
Alliances Contracts represent a true partnership between the public and private sector, structured specifically to align interests, drive innovation, and reduce construction time and costs. Alliance contracting has become a preferred delivery model for complex infrastructure projects in Australia, New Zealand, the UK, and elsewhere. It is now making its way into North America, beginning with a large complex transit project in Toronto. The Transportation Research Board of the National Academy of Sciences published a paper in 2015 regarding Alliance Contracts and concluded that "North American transportation agencies would probably use alliance contracting on the same projects that they are delivering today with P3, DB, or CMGC".

This session will provide attendees with an understanding of key principles underlying Alliance Contracts, the benefits of Alliance Contracts, possible risks to be aware of, the manner in which Alliance Contracts are procured, and key behaviours required for successful Alliances.
